As Deadline Looms, AOA Presses Lawmakers to Avert Medicare Pay Cut

The AOA and a coalition of concerned doctor and patient groups are now urging lawmakers to take decisive steps to prevent deep cuts in Medicare physician payments scheduled to take effect shortly.

Barring corrective legislative action, optometrists and other physicians will face a 23 percent cut starting Dec. 1, 2010, and an additional 1.9 percent beginning Jan. 1, 2011.

The AOA and others are looking to avert these cuts through a temporary funding patch to last through 2011, which would allow Congress additional time to consider an equitable and lasting solution. Read the rest of this entry ?

Health care reform: the game changer

Right now, we face a defining moment: how best to meet the increasing health care needs of a growing public?

Our country will soon face a health care “perfect storm”: a shortage of doctors, nurses, dentists and pharmacists who can meet the public’s primary health care needs, just at a time when more Americans will have the ability to obtain health insurance coverage.

The Foundation for Eye Health Awareness, Think About Your Eyes Coalition sign transfer agreement

RMichael Daley, president and executive director, The Foundation for Eye Health Awareness, announced at Vision Expo West that the foundation and the Think About Your Eyes Coalition signed an agreement setting out the plan for the coalition to transfer the assets and efforts associated with the Think About Your Eyes campaign to the foundation.

ONC names final EHR extension centers

The U.S. Department of Health & Human Services (HHS) has announced selection of its final Regional Extension Centers (RECs), completing a national system of 62 organizations designed to help physicians, clinics and hospitals to move from paper-based medical records to electronic health records (EHR), according to David Blumenthal, M.D. the department’s National Coordinator for Health Information Technology.

“The selection of these final awardees means that Regional Extension Centers are now in place in every region of our country to help health providers make the switch from paper-based medical practice to electronic health records,” said Dr. Blumenthal. Read the rest of this entry ?

Optometrists Maintain Presence in the State Legislatures — Will Hold 13 Seats in 2011

Washington State Insurance Commissioner Mike Kreidler, O.D., speaks at AOA's State Legislative and Third Party Advocacy Meeting two weeks ago. In Nov. 2008 Dr. Kreidler won reelection to his third four year term as Insurance Commissioner for the state of Washington.

Optometrist legislators in nine of the 14 states where they currently hold office were up for re-election yesterday.  All nine won their races.  Rep. Richard J. Ball, O.D., from Michigan District 85 (R), one of the 15 states with term limits, will reach the end of his final term in office as a Representative on Dec. 31, 2010.

At the AOA's State Legislative and Third Party Advocacy Meeting two weeks ago, four OD legislators shared their stories about what it takes to run for office and the sacrifices and rewards of holding state office as an optometrist. From left are Sen. David Heitmeier, O.D. - Louisiana; Rep. Steven Tilley, O.D. - Missouri; Rep. Jim McClendon, O.D. - Alabama and Rep. Gary Odom - Tennessee

Below is a summary of the optometrists who represent their communities and their profession in our state Capitals.

Optometrists winning re-election yesterday:

  • Rep. James McClendon, Jr, O.D., from Alabama District 50 (R) (ran unopposed)
  • Rep. Edward P. Hernandez, O.D., from California District 57 (D), one of the 15 states with term limits, did not run for his last term as a Representative opting to run for Senate District 24 (only opposition was a write-in candidate)
  • Rep. J. David Crum, O.D., from Kansas District 77 (R) (ran unopposed)
  • Rep. James F. Morrison, O.D., from Kansas District 121 (R) (ran unopposed)
  • Rep. Terrence M. Swinger, O.D., from Missouri District 162 (D) (ran unopposed)
  • Rep. Steven D. Tilley, O.D., from Missouri District 106 (R) serves as House Majority Leader and will become Speaker of the House in 2011 (ran unopposed)
  • Rep. Steven Cunningham, O.D., from New Hampshire Sullivan House District 2 (R) won a special election in January and has now won election to serve a full term
  • Rep. Arthur J. Corvese, O.D., from Rhode Island District 55 (D) (ran unopposed)
  • Deborah A. Long, O.D., from South Carolina House District 45 (R)

 

The following optometrists serving in their state legislatures were not up for re-election yesterday and continue to serve:

  • Senator Pete Brungardt, O.D., from Kansas District 24 (R) (next election November 2012)
  • Senator David R. Heitmeier, O.D., from Louisiana District 7 (D) (next election October 2011)
  • Senator, Robert L. Hawks, O.D., from Montana District 33 (D) (in last term as a Senator, term ends December 31, 2012)
  • Rep. Roxann L. Robinson, O.D., from Virginia District 27 (R) (next election November 2011)

 

Optometry family members won re-election in the following state races:

  • Rep. Stephanie Malone from Arkansas District 64 (R) is the niece of U.S. Senator-Elect John Boozman (ran unopposed)
  • Rep. Gary Odom from Tennessee District 55 (D) serves as House Majority Leader and is the Executive Director of the Tennessee Optometric Association

 

The following optometry family member serving in his state legislature was not up for re-election yesterday and continues to serve:

  • Rep. Andy Anders from Louisiana District 21 (D) is the father of Dr. Bridget Anders Milliken, an optometrist practicing in Ferriday, LA (next election October 2011)

 

And in other state-wide elected offices:

  • Mike Kreidler, O.D., former Democratic U.S. Congressman from Washington state, is serving in his third term as Washington State Insurance Commissioner (next election November 2012)

AOA Member Elected to U.S. Senate

Dr. Boozman Topples Two-Term Incumbent With Optometry’s Help

Little Rock, Arkansas (Nov. 2, 2010) – With a sweeping and historic election victory tonight, Rep. John Boozman, O.D. (R-Ark.), highly regarded five-term member of the House of Representatives and long-time AOA member, has become the first Doctor of Optometry (OD) ever elected to the U.S. Senate.

Dr. Boozman will take the oath of office in the Senate chamber in early January when the 112th Congress convenes in Washington, D.C. Many optometrists are already planning to travel to the nation’s capital to attend the ceremony.

Optometry was a powerful force in this closely watched race. AOA-PAC, hundreds of optometrists from across Arkansas and thousands more from across the country actively backed Dr.Boozman’s bid against incumbent Senator Blanche Lincoln (D-Ark.).

In a failed attempt to draw a line in the sand against an OD in the Senate, organized medicine and ophthalmology backed the now-defeated Senator Lincoln through massive PAC and individual campaign contributions and even a direct mail effort.

In a statement released shortly after the votes were tallied and media outlets had declared the winner, Joe Ellis, O.D., AOA President, said, “Dr. John Boozman, our friend, colleague and fellow AOA member, has added a new chapter to the history of our profession’s service to the American people. I’m very proud of Senator-elect Boozman and of every optometrist who worked to help him achieve this victory.”

AOA-PAC sees 2010 election as historic opportunity for optometry

With much at stake for patients and the future of the profession, the volunteers and staff of AOA-PAC have been hard at work over the past two years monitoring a range of electoral races and vetting federal candidates with the goal of securing the strongest results for optometry in the upcoming midterm congressional elections, which will be held Nov. 2.

During this important election cycle, the entire House of Representatives and more than one-third of the U.S. Senate seats will be up for grabs. With this in mind, AOA-PAC has analyzed the positions of candidates in more than 500 individual races across the country and has strongly backed those who will help ensure that the 112th Congress is the most pro-optometry Congress ever. AOA presses lawmakers to prevent steep Medicare pay cuts

The AOA and a coalition of concerned doctor and patient groups are now pressing lawmakers to take decisive steps to prevent steep cuts in Medicare physician payments scheduled to take effect in a few short weeks. Barring corrective legislative action, optometrists and other physicians will face a 23 percent pay cut starting Dec. 1, 2010, and an additional 6.5 percent beginning Jan. 1, 2011.

The planned cuts are mandated as a result of Medicare’s flawed Sustainable Growth Rate (SGR) formula, which aims to control Part B spending by setting an overall target and subsequently adjusting rates to reflect differences between actual spending and the target. However, Congress has repeatedly failed to address the inadequacy of the SGR, which has mandated massive provider cuts in recent years, relying instead on a series of temporary patches.
